In this video his not covering his ear's, he is calling for prayer, where the muazzin place their hands, or fingers on their ear's as for when reciting not sure but most people do it for breath control it helps you keep your breath for longer.

@rahmanrustaie ppl usually cup their ears or put a finger in their ears for better accoustics to project a steady and controlled voice..basically..u can hear urself better..try it out.
