Hmm, this is actually really useful. The only problem is that even though the water delayer is quite reliable, the booster is not. So when using this you don't need many repeaters(you can just use inverters instead which is even cheaper than using repeaters to increase the distance of the signal) but you still need some redstone.

This is a very smart way in reducing resources.
It would be nice if you could also experiment the difference in delay when placing soul sand underneath the water :)
