most of these mods are from gtainside, and some mods only work in version 1.0. You can download a downgrade patch which will make your games exe 1.0 so you can use mods.

you just need to download any car mod from any modding site and put it into game(you need mod installer or img tool to do it). there are also many tutorials available and usually there is a readme in the car pack you download.
