This is actually a takeoff technique used regularly by the Russians (and possibly others?). When a helicopter is loaded over max gross weight, it cannot be picked up to a hover on T/O. The helicopter must have some forward speed to achieve translational lift to get airborne, which is done by a "front wheel wheelie" like this. Similar take-off techniques was used by Mi-24 Hinds in Afghanistan. It is probably not the case with this Mi-8, though. Seems to have no problem hovering before landing.
