Believe me, if the budgie didn't want to be there, he'd be trying to get away, regardless of wing clipping. Wing clipping is a safety measure, and useful for birds who startle easily, or households where forgetful people may leave a window open.
@EternityThought Anyone who has spent significant time around budgies knows that beak-clicking is a sign of relaxation. It's not a clear signal of affection, but the implication is pretty clear, seeing as the budgie is relaxed around its handler.
hey tell me are tewings clipped and if no will the tamed budgie fly away...? plz i need help...;(

The panting means he's terrified. He's not cuddling; he's waiting for you to finish him off.

your budgie is not tame!
you cut off his wings!
and I see he is angry, his breath goes very fast.....
think about it, it's not good!

the budgie IS tame
some people cut wings for safety (id rather not have my budgie killing itself flying head first into a window)
and the beak thing
its a sign of affection :)

@28Neb No, no it isn't a sign of affection. How could you possibly interpret it that way? It's a very clear stress reaction.
