Vince buried all the WCW talent the moment it arrived. He used the WCW roster as jobbers to put over his own talent. Vince is a prick and only a dick would judge the WCW roster on the basis of the wank invasion angle.

His first WWE run, he was PMS's lackey, before finally becoming Shawn Stasiak. His most notable achievement at that point was jobbing to Kurt Angle in his debut.

In WCW, he did get better treatment... but not much. Take this gimmick for example. Big elaborate debut, then immediately jobbed out. When in the New Blood (or whatever that faction was called), he almost always ate the pin in tag matches. So, yeah, he did better in WCW, but not much.

@NeptuneNetwork Did you actually watch wcw? His group The Natural Born Thrillers got a MAJOR push near the end of wcw and he was feuding with Kevin Nash and DDP. He also had a very high win percentage with Polumbo in 'The Perfect Event'.

His treatment in wcw was good, and I genuinely think if Vince didn't buy wcw he would have been a champion by now
