If no one 'owned' land (by owned i mean 'husbanded') then it will have no one to farm it, having something which is 'yours' (for whatever pre-arranged time) encourages good management and care of that land, as long as it is understood that if it is of no use any more then it passes into the hands of others who would have a use for it. These Palestinians still need the land coz of the food and income it generates, often it is the families only source of revenue.
