Ms. S. is not homeless but is drug addled. 8 yrs Ive seen her panhandle aggressively on Water Street (and downtown) scaring / disturbing children, unsuspecting tourists and locals alike.

As I tried to grab a coffee Ms. S held up the line with her antics with the new area Ambassador doing what he is supposed to, observing (accomplishing?). As for this guards mental state, about 2 billion people on this planet have stress related rage issues that can be triggered by the most minute things.

Observing for her what she will and will not notice is rather presumptuous, don't you think? Especially when you consider she is an addict living on the streets with a mental health dilemma. I also fail to see what point there is in your time line and contract duration. Please elaborate, as if it had anything to do with anything.
