This is a nice rendition of this song. Unfortunately, it is not from Venezuela. It is from Argentina and its composer is Atahualpa Yupanqui. I don't see a problem with the slower sections. It is Maestro's interpretation of the piece. I think it is very tasteful and in accordance with the texture of the arrangement and the text (which is in my mother tonge; Spanish). Thanks for posting.

Unfortunately Maklári maestro can't answer your indignant comment, because he died in 1999. Anyway, conductors have the right to interpret pieces of music in their own ways.
You should get proper information before commenting.

Nice performance even without following strictly the score. (Why did the conductor change the tempos?....Everything is in the score, maestro!)
The arrange is superb.
The arranger, Emilio Solé, I know his work very well, is a maestro.
