If a serving General makes comments about the future prosecution of an ongoing war without reference to the elected officials he reports to and if he does so publicly at an event attended by the UK Prime Minister (as was the case here) that represents a coup d'état.

To say that the military should command the civilian government because soldiers who have sacrificed have thus become "strong leaders" who know what's best and the civilian government is therefore "weak" is the core tenet of Fascis

The Generals report to the Commander in Chief and are answerable to the people's elected Head of State.

If the General is critical of any proposed or rumoured changes to his orders as to how to prosecute the war, he should follow protocol, wait until the orders change (if indeed they do) and protest through the official channels if he takes issue with them at that time.

Certain forms of criticism of one’s' chain of command up to and including the commander in chief are prohibited by the Uniform Code of Military Justice. Whether the comments made by McChrystal's staff were true or false, the staff should not have made them and McChrystal knows this.
