I agree that Bogota is much improved, but he makes it sound like there is Amsterdam or Paris level infrastructure. I also find it interesting that he makes no mention of the urban renewal in Medellin. I smell rivalry!
Maybe you have never lived in both Bogota and Paris, but in many ways urban infrastructure and pedestrians' quality of life in Bogota is much better than Paris'

Well this presentation is very clearly intended to show what has been achieved in Bogota. It has nothing to do with underestimating other cities.
