That's veteran character actor & movie tough guy Ted DeCorsica playing "Two Gun". He played the killer in the 40's film noir classic "The Naked City". I'm surprised Maj. Nelson didn't threaten Jeannie with a spanking more often, since he talked to her as a parent does to a bratty child, calling her "young lady" & all that. If genies are supposed to obey their masters, she does an awful lot of sassing back & ignoring his orders, often coming across often as a petulant teen.

You have to understand that sometimes, Tony could lose his patience with Jeannie at times and treat her like a child (i.e. threaten to "spank her")- remember, when he gets angry with her, he often calls her "young lady"....so it's funny when he tells someone whom he THINKS is Jeannie is disguise that he'll spank them, and it isn't! Incidentally, "Two-Gun Richard" Sheldon was named after Sidney Sheldon's real-life brother!
