on the ground floor main enterence, take the elevator in the back of the room. Then jump up the circle in the middle of the big round room you are in, eventually you will reach the top of that area with an outdoor balcony, climb it to the roof.
I found one last night and I was confused. It was the one on the pillar on Shai Gen Island between the Kingpin and one of his general's tall red buildings.
