I am not theologist, but according to professional (as far as I know) theologists say, from old testement some books (example Deuteronomy) desribes customs. For example, it was a custom to stone people, but not God's word. On the other hand, Jesus opposed stoning.

It is, in fact, a developing/emerging country, as opposed to the US, which is a developed country. You may be thinking of the UAE(It contains Dubai). It is also considered 3rd world by many experts. The terminology comes from the Cold War. The 1st world was comprised of the US and its allies, 2nd world of USSR and its allies, and the rest were 3rd world, including Saudi Arabia.
