Far from punk, your description alone only had three punk bands in it. Dead Kennedys, back when they had Biafra, Adolescents, before they sold out to butt rock, and Vandals when they had their first vocalist in the late 70's, before they even were on a label. Let me guess, they were on the SLC Punk soundtrack or some shit. Dude look up real punk, inpiration punk in 60's punk in 70's and in 80's hardcore punk and post punk. This is no form of punk at all, just rip off rubbish.
