If you want to initiate an earthquake, the only _scientifically correct_ approach that _MIGHT_ work would be a deep-earth-penetrating thermonuclear weapon (fusion or H-bomb) at just the right spot. But no H-bomb explosions were seen here.
Finally, hurricanes? 1GW wouldn't do squat to it. A hurricane dissipates about 50,000-100,000 GW (50-100 TW) or so. So you're telling me, increasing the power available by some 0.001%-0.002% is going to have a major effect?!
In addition, HAARP is not a 1GW device. It's only like a few megawatts at best. A 1GW facility would require dedicated full-scale municipal power plants to run -- there are none at the Alaska HAARP site. It's a TINY site...

Plasma balls, sometimes called ball lightening are a natural occurrence (you can create one in a microwave and looks very similar to this - search youtube for it) they have no effect on tectonic plates either.
Also the aurora seen near earth quakes is a very old phenomena thats unexplained to this day. search earthquake lights on google for very old accounts of it, wikipedia even has a nice little write up on the subject.
The earth's resonant frequency is nowhere near microwave frequency either.

1. Earthquake lights have been reported way before Haarp was even thought of. the wiki has a good page.
