From what I gathered from Wikipedia, Zordon sacrificed himself and caused some giant energy wave. It destroys some of the supervillains, but turns Rita and Zedd human because they were good at that point.

Rita and Lord Zedd were originally human, as was Divatox and Astronema and were turned evil by Dark Specter. Zordon's energy wave neutralised the evil and returned them to their human forms.
