It's so damn hard to keep the heads on! xD I went to MomoCon this year as The Prince and didn't use enough ductape to stick it to me so people would knock it off.
you usually make it out of chicken wire, batting, duck tape, and super glue. It's better to sew cloth headbands onto the bottom of the head to stick your arms through so it wont wobble around. if you have any questions just PM me, i have made 2 katamari costumes, so i have some experience. :D
