The problem wasn't they didn't want him to move, the problem was they wanted him to show his hands and he wouldn't. He could have been reaching for a gun or anything, but he was told to put his hands where they could see them and he wouldn't. So they upped the level of force. The kicks to the face were a little overboard, but they had the right intent to hitting him.
