There are multiple missions to do. It's most likely that the tutorials are brief summaries of the objectives.

I think its like the other person, said, the "turorial" thing probably just explains some new concept or objectives on the bottom screen (hence the arrows pointing down) It doesn't make that a mission a tutorial.......
