1- try unistalling BOTH hl2 and gmod

2- make sure you dont have a program (antivirus, firewall, etc) and if you have try to unblock hl2

3-check is you have the right graphic card drivers gmod use DirectX it can be 8 but 9 is better

4-if nothing else works, erase steam witha ll your games, and install everything again
