Yep! That's a Piping Plover. Semi's look pretty close to the same as the Piping Plover but their backs are darker. FYI, I am involved in the Piping Plover Beach Guardian project in Atlantic Canada.
@pkelly2505 No, this is very much a Piping Plover. Pipers breed in Nebraska, Semipalmated breed in northern Canada. Furthermore, I banded this bird following the shooting of this video. Thanks for the comment.

Wow, they act very much like Killdeer and even have a headband like a killdeer does. They've got to be a close cousin species.
