Salaams akhi - A Kuffar can read the Quraan as long as they have performed Wudhu and are clean

For eg when Hazrat Umar (RAH) became muslim for the first time he was urged to make Wudhu and read ayat from the Quran

So, a non-muslim can read Quran providing they are in a clean and pure state
