Democracy is a joke only in the fact that we're laughing at you because I can do anything I want without government permission. Call me uneducated, but at least my country gives me a chance to participate in how my country is run. You're basically saying that it's futile to give people a choice.
And every government serves itself in some way, shape or form.

The irony is that this development is stimulated by the communist government to produce more buildings and develop more. They didn't want the west to see the old beijing, in all its glory and lack of modern building materials. Under a true free market economy buildings aren't destroyed that often because of the value placed on them and into them. But it is the outside force of the government that is causing this building boom.
