Yet, Jocelyn Stevens said that she used the Poobahs to satirize what she deemed off-kilter [don't quote be on the word; I don't remember what she really used] cultural celebrations like Robert Burns Day from the Scottish. But it does have that notion hanging in there. If you ask me, it's both parts.
