Well, you can, but you need a PS2 that runs pirate games, and also it's hard to mod, I don't know how to, but you can.
Here in Brazil it's easy to find "GTA IV for PS2", or GTA Rio, they are mostly GTA SA with a few mods (In these two cases, it's GTA IV's cars and weapons/a few popular cars from Brazil, respectively). Also, it's common to find modded soccer games for ps2.

Nice to see, but couldn't we have a bit more of the General Lee driving around or maybe jumpin ga bit? It cuts off 1 second after getting in the car!
