Why did the arbitrator call the flag, I thought that was his opponent's responsibility? I always believed it was the player himself who must call it, not the arbitrator...

If Ivanchuk had made enough moves it would move to the next time limit and both would get 30 minutes extra or whatever.

In blitz, the player has to call the flag, but in "classical" chess, it's the arbiters job.

In all of the tournaments that I have played in, both in Russia and USA, it is opponent's responsibility to claim win on time.
