Didn't you ever read the intel entries for the GDI? One of them said that GDI managed to destroy CABAL in between Tib Sun and Tib Wars.

Yes I know this ive read all the intel entries for GDI, NOD and Scrin the manuels from all the C&C games I know everything I can but when they were developing C&C3 they were originally going to have CABAL's faction as a playable robotic/cyborg faction you can find the models for a few units on the web you have to search for C&C3:Tiberium Twilight
