Yep, the plot is pretty simple, it's introducing all 38 characters as well and since it's based on a similar scheme to the real life idols AKB48 (the most popular girls get the main roles), the lines awarded here are given to the characters who have a decent fanbase in Japan.
As you may/may have not noticed in the credits, #17 says 'Julia', she isn't Japanese, she trying to break through as a seiyuu so more love to her, we need to give some gaijin support here for her character! :D
@sexwaffles The hospitalized girl is ill and has to go through some risky surgery, she doesn't want to do it because she's scared but everyone encourages her and she goes through with the surgery. She makes it through and goes back to school :)
There are some random bits like the girl with the tarot cards and the swimming girls which I think is just included to give them some screentime since it's mostly about the friendship between hospital girl and archery girl.
