I watched the english version of the anime...basically, here's the situation:

Harima was trying to find his swim trunks, but couldn't and that's when she walked in. So he stops her from screaming by grabbing her and covering her mouth. Then he's in a "oshitwatdoIdo" moment, and says something that he shouldn't have said (I believe he said "Hey...you better not scream...")

Then the other chick walks in, and since she knows everything, she immediately knows what happened.

Hilarious scene. :P
