You can find characters by just googling or from sites such as Mugenation. There are some ready-made mugen sets around but I never tried those so I can't give any advice regarding that.

try dojinstyle they have many links i even found a realy good fan made version of flandre cirno chen ran okuu and suwako

IMP character have 3 cards you can chos on start u using a powered up version if defeded once

swr chars have the swr spellcard rotation system and use them more or less smart(dpends on ai)

however a working ai tend to jump around alot and cover most close comat atacks with bullest first

funny stuff if dio and sakuya both use time stop

dios timstop is ignored

QCB+aa (Quarter-circle back or d, db, b) (Two attacks of your choice or Mugen Dio's "Special" button). In mugen you also need the extra mode of Dio which is achieved by holding start while selecting Dio.

ANMC's Dio looks more like the one from the game, but it's gameplay is completely different. Warusaki3's Dio is a good replica of the DC/Arcade Dio. Im not aware of other Dio versions, but i've been out of the mugen scene for a year now.
