The issue was not "what to do with the slaves", but the fact that the southern states thought they could selectively follow federal laws. the slaveholders would never give up their slaves and send them to Africa. It wasn't as simple as that. the entire economy of the south was dependent on the slaves, thats one reason why they lost the war.
