Fake. The signal would typically show distortion and lack of sync before a highjacked signal could overpower another signal, not to mention TV network broadcast transmissions are now encoded so if an unencrypted transmission overpowers the main uplink then it'll just jump to a secondary channel automatically.
The audio is shortwave comm, recently shut down because we need it no more in this day of computer. A four cd album of these sounds can be found in "The Conet Project, Recordings of Shortwave Numbers Stations".
If you notice the little bars on top and bottom of the video, you'll see the other images do not have that. If the transmission had that missing, there's a high chance that it is in fact fake.
