The fire-truck driver followed correct procedure through a blocked/single-lane/utility-wo­rk active intersection. A student-driver would appreciate this.

You are somewhat correct. The tree trimmers had to move that one truck so the engine could get by just as a precaution and also showing respect. What made it kind of funny was when their truck dragged a cone because they were in such a "rush".
