This was a cool show when it was on NBC for one season, until they ruined it for syndication by dumping the whole cast (except for one) and basically turning it into "Team Knight Rider."

The first season, while still basically being a glorified Dodge commercial, still had a sense of creativity and showed it had production values. The settings were consistently dark, all of the villains being part of the same criminal syndicate gave the show direction, and Eddie Jobson's and Shirley Walker's early '90s techno synth soundtrack matched the show's setting perfectly. Even the detail of the original generation car not having any real guns inspired ingenuity.

Seasons 2 and 3 were, for all intents and purposes, an alternate universe. The futuristic storyline was shifted back to present day. The characters were undeveloped. The conflicts were reduced to a simple pure Villain of the Day format. The music sounded like something from a stock soundtrack half the time. Frankie was still there, as you said, but he was practically a different character.

One of the first things they did to the S2 car was throw a machine gun on it, which (predictably) turned many battles into mindless shootout fests.

Season 4 was almost certainly an attempt at bringing back the original fanbase after ratings on the new direction tanked, but it was too little too late. It was just the S2-S3 writing with S1 characters. Joe was there, but the whole vigilante crusade against the Outfit that defined his character was not.

Harewood's character returned, but only for a handful of cameo appearances while the New Kids kept regular control of the car. Jay Ferguson was still the composer, and the music was anywhere between mediocre and awful (not a big fan of the final opening theme, btw). However, the final episodes are simply AWESOME. The idea of McCaffrey playing Michael Payton again with random Joe Astor memories bleeding through is basically like watching the original series pilot movie with a mirrror effect.
