OK, not in the EXACT sense of the word. But, latin derived languages from the PIGS countries are the latino people I speak of. They often share many caracteristics: non efficient, corrupt and all drama and politics (in family and other matters). They are very regionalistic themselves, one province hates another. When the government taxes people and then uses that money to build better schools, roads, hospitals etc., now we are talking about a significant change for the better. Is hard for people these days to save, one because of shrinking incomes, two because consumerism culture. The latter being as detrimental as the former. The goverment must tax to provide PUBLIC goods.

Mexican consumers import a lot of garbage from China too, that's money going overseas doing no good. Mexico does not need China like Brazil does. Taxing a little of that action and spending it to develop the internal economy, i.e. infrastructure, trade schools, productivity, is more beneficial to long term growth. Heck, even America should think about that.

If you let people spend all their money in non durable consumer goods the way a lot of latin america is doing, there would be low savings and the capital private enterprises acumulate would be highly concentrated not reaching those in poor conditions. By uncrasing taxes the government is forcing the population to save( the second element to improving stardard of living after better technological innovation). So it is not biased, its subjective

Thanks to NAFTA working and middle class Americans will continue to be hurt until both contries labor forces are equallized. America had the highest standard of living, now the rich are exploiting the work force, the government is paying off part of the work force thru Unemployment checks and another part with welfare checks so that the changes are not noticed by too many at once.
