Second, by stopping the creation of next generation spacecraft, we'll be opening that market up for other countries and lose a huge section of our technology / science economy to those who can maintain scientific research centers. We're already seeing a brain drain due to the LHC in Europe, which is good for them, bad for the US.

LOL, it doesn't tip over. Once on the pad in a vertical position it stays there until it either launches or needs to be removed and brought back to the VAB.
