It's not... It's an AMERICAN Norfolk And Western RR 8 inch Hooter whistle, commonly put on Class M 4-8-0's like 475 until the 12 inch hooter was made which was deeper toned.

I got this same shot for a film I'm making. The only difference is I didn't zoom in on the train and left the camera in one position.
