In Uzbekistan corruption starts right from the top. You can bribe anyone! Every authority has it's price. But what I find funny is almost every authority is afraid higher priveliged authority, even though, they are not that different from each other.

Government accuses and sends to jail activists, protestants, opposition, etc. They get rid of everyone who stands on their way.

this is a pretty good portrayal of the rotten uzbek government. i was really surprised to see the footage from 1991. my only comment is that the journalist and the video editor should have tried a bit harder to match people's speech with the journalists translation. for instance, somewhere in 19:41, the woman says "he was just scared, nothing else", but the journalist says "he said give me a weapon, give me kalashnikov" -- so no wonder some uzbek commenters are considering this a bit subjective.
