The PNAC quote is just one sentence from an entire paragraph which talks about things to worry about in the future. The sentence immediately before it mentions how the US may be the target of attacks on "information systems". Before that is a prediction that there may be combat for control of space.
Nothing in that paragraph, nor in the entire document as far as I can tell, suggests that the US create or use such a thing, and there is no further mention of it.

This is satire but what's the big deal anyways? War is about killing but anything that can reduce collateral damage is good.
All tools are different but they all require humans to give them purpose. Indeed this technology could be used for genocidal purposes but the AK47 already has.

rappleduck you are right but the bilderberg group are the real Umbrella Corporation of the 21 first century.this is the tip of the iceberg of what they have been up to for years and what every ones taxes have been paying for just pure evil.the guy in the vid is more evil then any Nazi you would find in Auschwitz and he seems to brag about mess genocide and how great it is and how good it is for us all i am about to VOMIT.

Haha, dude, it's satire. Yes, he's supposed to look evil with that smirk on his face. Because the video is a joke. It's true what Bio-Companies do; but the narrative, the things he actually says, and that tell-tale smirk should all set off alarms for you.
