knees have to stay locked, yes. but not straight locked. you just bend your knees atiny bit for balance purposes, and then lock it at that position, so that you won't be using knees to help the movement.
using hips is totally ok, because you're not cheating. when you use your hips to go forward, you're antecipating the activation of your lateral deltoids, which helps the lift.
