What McCain fails to mention is that the "bear DNA" study was not really a study of bear DNA. It was a study of the bear population in Montana - one that was required under the Endangered Species Act - which USED bear DNA as a cost-effective way of achieving the required results.

He also fails to mention a chief sponsor of the project in the Senate -- Conrad Burns, a Republican, AND chairman of the McCain campaign in Montana.

Hey folks:

Earmarks are currently the way that states get funding to various projects. Certainly, many of them are wasteful and are "pork", but the alternative is for federal agencies (TSA, NSF,etc.) to be in charge of distributing the funds. Earmarks can only be eliminated if the "process" is transferred from the earmark process to distribution only by these agencies,which would be good if it would mean fewer wasteful/pork distributions. But the agencies also tend to be wasteful.

DNA studies on populations of animals that are under stress (bears in Montana) are important. You must know the genetic relatedness between the different populations of a species (to prevent inbreeding), for management decisions. This is money for basic science. The lack of understanding of basic science by the politicians of both parties is shameful.
