If the earth is 75% water, the hotter the planet gets the more evaporation there will be. Warmer air can carry more perms of moisture (humidity). Go put water into a jar with a lid and heat. The water evaporates. This is cloud formation. If you heat an enclosed bubble with 75% water content, you would not see drought, but rain in the summer.
