@seeyou991 Um, no. Although you can't play as Chaos in the original, he did have what amounts to an EX Form, which is called Utter Chaos. He flies from the stage, grows huge, and attacks you with four swords. Then, after that, he follows up with Brink of Delusion (sic) which could be consider his EX Burst proper, as various parts of the stage begin to glow. It's not technically an EX Burst since Chaos doesn't have EX, but it's pretty much the same thing.

Shantotto's Manafont ability maintains her Bravery after her HP attacks (and EX Burst) hit the oppnent, allowing her to continuously batter the opponent with the strongest versions of her HP attack spells and chain high-damage attacks. While in EX Mode, Shantotto's Bravery does not reset to 0 after her HP attacks hit the enemy.

Of all the Ex Modes and Bursts, assuming that everyone did it perfectly and has full HP, Cloud's has to be the best, with Tidus being second. I think this perfectly equalizes their combat weakness in normal mode where Cloud's attacks are a little slow (especially now in the US version that most of his Rising/Aerial Fang combos don't work anymore) and Tidus' attacks are also slow and his Pre-Dodge BRV attacks can be dodged as well :<
