Are you sure? Do you own a 7D? If so, make a video and explain it. Because i'm searching in Google 'canon 7D frametime adjustment'. Nothing comes up. Also if I change shutter speed in "M" (manual mode, which I use all the time), nothing changes in video mode, it's a whole different mode.
@keldererik He means frame rate. The 500D shoots a 20fps (frames per second) whilst in 1080p mode, which can make moving shots blurry. There's no way to manually control the frame rate on any camera, apart from it being set to different speeds in different modes. So if you plan on filming action shots on the 500D you're better of shooting at 720p with 30fps. Hope this clears things up a bit. :)
It makes pretty nice effects with the shift in dept of field. I'm getting a 55-250mm zoom lens for it next month, will be even better with macro and tele zooming :)

With DSLRs it's called Frametime.
With the 7D in videomode the only way to manually adjust is to use mode "M".
