Agency (the doer of the asking) is not established in this sentence because agency had been clearly established earlier in the essay where Wilson clearly attributed it, (his being sent to Africa) to the CIA. This omission of agency is an example of elipsis and is a cohesive device used in good writing. Nowhere in this piece does Wilson assert he was sent by the VP.

You might believe that if you don't take into account that the Vice President requested the mission; that Plame acknowledged their relationship when she suggested his name to the committee that voted on the assignment; there is no evidence whatever that she had some kind of vendetta; Wilson was ambassador to Iraq under George Bush I; that in fact Wilson did a thorough job of showing the the evidence for the Yellowcake Road was forged, and clumsily at that.
