you can get the beam rifle without zteam's pb3 juts do cheat_all_weapons in alldev or devmode and then when its spawned the beam rifle will be spawned

Um...no. The beam rifle isn't for SPV2, it's probably for Zteam's PB3. The only thing that CAD has shown that he's made for SPV2 on youtube is the Spartan Laser.

Actually you can get rid of it, the bar/monitor for it. Health actually exists in every Halo game still.

I think it might 'recharge' but it takes a while. Maybe I'll test it later in Halo 2 today if I can. Just chuck a grenade or something that will bring my shields down, wait a while, then do the same thing and see if I die.

Halo 2 PC can NOT have it's animations changed. Zteam only just recently figured out Halo 2 animation extraction and injection for XBOX. Not Halo 2 PC yet, but maybe by now he has.
