Well, jonny, on deviantART, some guy does a "Gorch But Not Forgotten" comic strips. One of those is the barbershop sketch. One of the bubbles said "With your eyes, Bert!" & I thought the guy put that in from this. Then I saw the sketch you uploaded & THAT'S when I figured it out.
Why'd you put that annotation when Ernie said "With your eyes, Bert! (throaty cackle)" making us see the Ernie's Barbershop sketch? Any reason or just for the heck of it?
Maybe he was joking probably because he probably didn't want Bert to leave and Ernie didn't want to be home alone (that's my guess).
If he wasn't joking, maybe because he didn't like the suit Bert was wearing or maybe it's because Ernie doesn't know much where he's not used to seeing Bert in other clothes except pajamas in the bedtime skits and Bert a lot of times has to teach him things. (Just like Bert had to teach Ernie the difference between before and after in one skit).
Bert: "Ernie, of course I'm Bert. Who else would I be?"
Ernie: "Well, for one thing, you could be Bert's brother Bart."
You know, guys, the way I see Bert being all dressed up for the pigeon lovers party, he sure looks familiar to his brother Bart (only without a sense of humor).
Maybe this skit happened before Ernie met Bert but, Ernie did know that Bert had a brother named Bart but, he didn't know that they were twins (on this skit where Ernie met Bart, he asked Bert how he would know who Bart is).
True. Bert does look like his twin brother Bart without the humor. However, if this skit happened after Ernie met Bart, then Ernie would definately know that Bert is not Bart. (On the skit where he met Bart, he told the audience that Bert and Bart have a difference).

Maybe this skit was probably from the year 1990 because, I remember seeing it then, and I can tell that Ernie is voiced by Jim Henson, and Jim Henson passed away on May 16, 1990. So maybe this skit is somewhere between January to early May in the year 1990.
Well, remember, they continued airing these sketches long after they first premiered. Even clips from the very first season were often aired in the 1990s. And judging by Ernie's appearance, I can assure you this clip is from a lot earlier than 1990.

As you mentioned that this skit was either between 1978 to 1981, maybe this skit was either in 1980 or 1981 because, I remember in the 1960s and 1970s, Ernie's shirt was more brighter and his nose was darker. Then in the 1980s, they made Ernie's shirt more darker and his nose more lighter (just like in this skit).
It's amazing how the team of Henson and Oz could switch between comedic roles with their various characters (Kermit and Grover or Cookie Monster are the opposite roles, for example) and still be so funny! Bert should wear a dashiki suit instead of a Western suit, though. Peace.
