The guy is looking for his dog because he had to find a way into the Messiah's compound thing, because he works for the PIC (Guys in white) and the match is just because of little miracles.

It doesn't really need explaining. The new girl is asking around for the People In Control...and actually finds them despite everyone thinking she's crazy. The protagonist falls in love with her instead of the other girl who he loved before he committed suicide. Brilliant plot, brilliant story. Watch it again, it can't hurt! :)
