All the mexican prison guards should be thoroughly investigated and distrusted. They all have the potential to be corrupted.

Wouldn't it be easier just to use a cell phone jammer and block the signals? It would be a lot less time consuming and safer for staff. The underlying problem however is that locking people up and throwing away the key doesn't work. It seems like many prisons have given up day to day operations to the prisoners. The CO's only make a few token inspections once in a while. Leaving the inmates to do pretty much whatever they like most of the time.

Unfortunately, dirty staff members who can be paid off or blackmailed by inmates are one of the biggest methods of cell phone introduction to a prison.
